Right: action_booking_parts_allowoveruse

This right allows the admin user to make a booking with more participants than normally allowed.
This right is only applicable when these criteria are applicable:

• Participants are used
• Participant data entry is not used
• There is a maximum on each participant type
• The participant block is available on the booking dashboard

If this right is active for the current user, the user can edit a participant number higher than the maximum allowed value.
The new value is used in availability calculations.
